Chert is composed of very fine-grained quartz and can form in a number of ways: replacement of limestone, recrystallization of siliceous fossil remains, in hydrothermal veins, etc.
The photo (under crossed polarizers, field of view 0.3 mm) shows the fine-grained nature of chert in two adjacent clastes in a conglomerate.
